While, true, I will take the idea that this is a bioweapon even if it's extremely unsuited for one. But I think you're attributing to malice what is easily explained by sloppy operations and handling of deadly pathogens at a Chinese lab.
The thing about Bioweapons is you want them to kill their targets QUICK, not slow. You don't want something like Covid-19 to become a bioweapon because then the chances of it boomeranging back to your country increase tenfold. While, it is proven Wuhan and the pathological facility at Wuhan was being used for research about this specific strain, maybe even for military applications (in the case someone used it against them, for instance), it's a nightmare scenario for China to let it get loose intentionally.
tl;dr: Anyone who would release this on purpose as a bioweapon is the biggest dumbfucker on Earth unless his country of origin is Antarctica or The Moon. Certainly one of the biggest countries on Earth with some of the most developed travel infrastructure in the Eastern hemisphere.
