The division of the laws into "1st law" "2nd law" "3rd law" is arbitrary and unnecessary, and only of historical interest.
Newton's laws are the statement that momentum is conserved, and angular momentum too, if you assume that action at a distance between points occurs along the line of separation of the particles. That's it. That's Newton's three laws.
