If SARS-CoV virus attack the lungs, the lung can fuck up the immune system, with a weak immune system you are prone to get sepsis, sepsis in the brain will cause seizures.
Or, it can just simply be that you get infected from the virus through small open micro-wounds on your hands (cuz you washed your hands too much). The virus spread through blood to the ventriuclar sysem where epithelial cells are found. YOu get a cytokine storm there and then later get infected by bacteria and you suddenly have encephalitis.
