Since fragrance blends are proprietary you'd never actually even know what chemicals they use in their fragrance to do any sort of testing.
A scented lotion won't kill you or cause birth defects but it can give you rosacea, irritation and allergies, all of which is well known. Similar how it's well known sugary acidic drinks damage your teeth but you can't sue Coca Cola for your cavities.
