Raw positive outcomes to COVID-19 tests are limited to the amount of those tests taken. Those tests are limited in number.

Deaths * 100 / (days passed / 14)

If the health system has collapsed:
Deaths * 1000 / (days passed / 14)

Deaths are the best proxy because those cannot be faked or covered up that easily, at least under a democratic regime.

Deaths are a lousy proxy unless you also show all the outcomes for people who tested negative.
This is especially relevant because the vast majority of tests are done on people who are already very ill, and 90% of them test negative. How do these very ill people without coronavirus fare?
