Would something like this work?
1. Have healthy young people go back to work. However by doing so they waive priority to get treated.
2. Institute testing at communities, anyone who got the virus gets government subsidized sick leave for 2 weeks while they recover.
3. You also get a one time 2000 bucks payment if you donate your plasma twice after recovery.

This way economic activity will be restored significantly. Anyone who wants to go back to work and can shoulder the risk can make their choice. In a few weeks young people would have achieved herd immunity and we would have tons of plasma that can be used to treat the sick.
