They took until almost mid march to finally declare this a pandemic. Only then most countries started moving around and doing something, and you noticed a massive shift in how the media portrayed this whole story into something more panic driven/fear mongering.

If they had declared this a pandemic and scared people as soon as Italy had internal transmission this entire thing would play differently.
