Ah. The rotation of the axis does happen, at it's own pace. It's a very slow rotation. The tilt of the axis would never be tidally locked, but tidal lock would un-tilt it eventually.

Takes 25,772 years to do a full axial rotation, and it's direction is opposite the daily rotation.

Can confirm. Look up 'gravity gradient torque' and 'gravity gradient stabilization' if you want to know more. Great trick as a passive way to reduce fuel costs, even for large spacecraft.
