I'd do Cal Poly and see if you can coordinate a summer internship at a Silicon Valley firm up the road. I work in the valley and if I was looking over resumes I'd probably give more mental points to Cal Poly and Austin out of that list if you were looking for an internship, but it really doesn't matter. Agree with the other poster that San Luis Obispo is a nice environment, would be a cool change for you coming from Sweden. Classrooms are the same everywhere but it's nice to experience different environments outside of that, plus you can do weekend trips to SF Bay and LA to get an opportunity to see companies you may want to work for someday.
NOW, all that said, I've never worked with anyone that has a degree in industrial engineering, I work in a sort of mechatronics/integration space I suppose you would call it though. I'm pretty sure people with those degrees typically have a trajectory towards supply chain, purchasing, etc., so I really can't offer any real advice on those schools from that lens.
