the car can only drive 50 km/h in that town due to speed limits but can actually go 100 km/h
you could get creative and assume light becomes slower when it has to move through thicker than normal aether
or you assume that the relationship between light and dark is like consciousness in the sense that consciousness is not like flipping a switch on and off
if the universe expands but is also stopped in it's expansion by it's own expansion then light can not only be a constant in itself but is also relative to something else
or something like that
