Most likely Rockefeller, but I think odds are on our scale their behavior can be considered to be essentially the product of a monolith, not factions.

It also could've leaked from the country's only level 4 virus lab just miles away. I heard the very first case didn't have contact with a wet market. That doesn't mean it's an engineered virus or it was released on purpose. They could've been studying bat or pangolin coronavirus and someone fucked up.
