Shouldn't plan like these be coordinated internationally? Isn't this what the WHO is supposed to be for?

What happens if the UK suceeds, gets herd immunity, while the rest of the world is focused on mitigation and containment? Wouldn't British people just reinfect the entire world again once controls in other countries are eased?
