In many countries, the amount of test kits for covid-19 is very limited.

Who should get tested first? Severe cases in hospitals? Mild cases that have the potential to infect many other people? What about randomized tests throughout the entire population as a whole (regardless of health status) to have more information on the extent of the spread of the virus?
