Even "theoretical" science must be derived from observations ultimately. At the most theoretical and speculative end, the only thing that may be left is Occam's razor that can favor one theory over another among theories that are consistent with observations.

You come up with a theory that makes as accurate predictions as possible within the realm you can observe, then you just extrapolate the predictions to the realm you can't observe. If there are theories that make the same observable predictions but different predictions beyond what is observable, choose the simplest.
