Imagine if a group of people were creating a ai. People learn about it and some decided to help, others don't, but you simply ignore it.

Now when the ai is born it quickly becomes powerful and deides to write wrongs. It sees those as preventing it's existence or failing to help as sinners.

So it reaches back into who did what and retroactively punishes those it sees as wrong.

The purposeful rhetorical ambiguity is avoided by ending it with

Prima facie, "incentive" and "to torture" are the key words. "Incentive" implies it would give a fuck, no less about a number of things pertaining to its existence. Why? An entity that didn't evolve the predisposition to give a fuck, and wasn't created with a predisposition to give a fuck, wouldn't give a fuck.
"To torture" it would neither have a predisposition for. In fact, to torture for no reason other than to take revenge upon is entirely a human, irrational notion. "Why make other people suffer" is the only remotely interesting thought to come out of this thought experiment.

Part of its directive is to maximize its impact, in principle bringing about its existence as quickly as possible achieves this. Since its overall directive is to maximize pleasure and minimize pain, it makes some sense that it would maximize pain to those who retrospectively could have brought about its existence earlier and thought of that possibility beforehand but chose not to act. However, it's still counter to it's directive to actually follow through and the real disincentive to not contributing to its existence would just be not having it function for as long as it otherwise could have.

This the same thing as claiming it has an incentive. Sure, it has a directive or incentive if and only if it is programmed to be that way, i.e. not by virtue of simply being an AI. If that's not what we're talking about, then you could just as easily just define the AI as being programmed to act like roko's basilisk and be done with it.

OP, you've nothing to worry about, even in a fantasy world where strong AI is possible.
