If I break a piece of metal like pic related, why won't it just stick back together?

it actually does, but often the "breaking" roughens the surface so that the two halves don't fit smoothly back together, and also chemical changes can occur at the surface (like oxidation) which would prevent them joining

The reason why things bind is because the total energy of that system is low. In order to break the system or "bonds" you have to invest energy
