There is no reason in particular to use DNA for that purpose. Connecting people like that would no doubt be retarded since some group of evil people will no doubt try to use the embedded devices to control the world.

You could if you wanted to connect a DNA based storage system to the internet but it doesn't do anything besides store information

it already is, DNA gave us our mouths and voices that we use to communicate ideas to each other in the same way that internet protocols communicate stuff between computers that are run by computer chips.
