Even the country with the lowest average iq will have some individuals with orders of magnitude higher iq than the highest national average. Not only will you get more extremely high athletic and intelligent individuals for the breeding, the gene pool would be more healthy and diverse. Also I'd argue that athleticism is not a top 2 priority in a machine based economy/society. I'd say cuteness, health, longevity and being small/low nutrient requirements are better.
