As you said, a cat understands the layout of a house. A human, however, is capable of having thoughts about rearranging the house and changing it however it wishes. If a cat was physically capable of moving furniture and shifting walls, would it? Would it be able to create a house in the first place? Big cats are much stronger than us yet don't built houses. They lack the ability to think about changing the environment. There are plenty of animals that manipulate the environment to suit themselves, but are they doing it consciously, or obeying their genes? Are animals like ants, beavers, and rabbits are on the same level as humans?
You could argue no, since they are just obeying their genetics which tells them to act in this certain way. You could also say that Humans plan and consciously design and build their houses. That may be so, but are Humans not also just obeying their genetics which tells them to consciously plan? Is there really a difference? Is it a coincidence that all human conscious efforts are towards the same things that animals want? Food, water, sex, and shelter are all things organisms need to survive. If you think about it, all human conscious efforts revolve around these 4 things too. Are we really different to animals? Are our brains evolving to comprehend the universe in freely, or are we just getting more efficient at solving ways to get what all animals desire?
Can true consciousness even exist? You only think about things because your sensors detected them. You could try to think of something random to prove that statement wrong, but you're only validating it because you only tried thinking of something random because you were provoked to, not because your brain randomly decided to think of something random.
