Intelligent life evolves, grows, and improves it almost forever, till the literal end of the universe, where time dilation occurs.
Any intelligent life form that's evolved enough, computer or otherwise, could "simulate" another big bang. I say simulate but you could also say dream if that's easier. Same thing kinda.
