Every law of physics, while it may seem incredibly obvious like gravity, only exists to us because we've demonstrated that it perhaps exists after many many trials. Gravity exists as we describe it because we've demonstrated it to ourselves millions of times; that's a reasonable and tested supposition that a force pulling things towards the center of the Earth exists.
Our understanding of the laws of physics are our best attempt at describing what we believe are the noumenal laws of physics (the laws of physics that exist regardless of if they are understood or not). That being said, science exists with the underlying point that we are trying to achieve complete understanding of the noumenal laws of nature, and that perhaps one day we will get there. Science is a noble and hopeful field in that sense.
As for your question directly, I'm of the belief that the Universe indeed has concrete laws of nature because we've demonstrated to ourselves over the course of human history that we can discern constraints on matter/energy through testing. While some concepts still seem strange and alien, it seems like something is there that we can quantify. Hopefully that answers your question.
I would place the Noumenal Laws in the 4th circle in pic related.
