This thread is extremely important to me so please reply seriously.

There is a future society that has the technology to create massive numbers of people and torture them. Anybody can create trillions of people and torture them trivially. They can prevent this by scanning everybody with scanners and running a human level AI algorithm that detects when people are going to torture people and automatically detaining the person. I call this algorithm "Coba."

Can you find a reason for people to not use coba? Would you support coba to prevent torture?
