Assuming the brakes are able to instantly lock up the tires, yes; however in real life your tires won't slip until a certain point as the brakes aren't able to exert enough force to do so immediately, and this causes the semi truck to roll forwards longer than the smart car.

you need weight force to use coefficient of friction, right?
By plugging and chugging the weight force, you get the friction force, but the question only asks you what that friction force does to the car
then, all you need to do is plug and chug the second law of motion in for the car
there you go, you have the mass of the car on the left hand side, and on the right hand side
just cancel them
