Since humans will be effectively immortal within the next 20-30 years, they will be around long enough to wield technological powers of vast strength. But we all know the average person is retarded. Some crazy person could order nanobots shipped straight to their door, at-home CRISPR kits yielding bioweapons, duplicate an AGI source code and teach it to work only towards evil, etc.

Do we just ban the average person from using advanced technology? Or do we have to perform neurosurgery/psychotherapy so that people are inherently "good"? Doesn't that cross the realm into "brainwashing"?

I have no faith in modern day politicians to create laws fast enough or laws that are well thought out, it seems they will fail to handle upcoming developments. In that case, is the Big Brain solution to just buy a bunker and defend your home and family with various defense technologies?
