What this means for you, is that for every country within the EU, they charge the rates for European citizens which means your university will not only be cheap, you can also apply to grants which are in place for local citizens for the country (e.g. you would study in Spain, you could apply to Spain their student finances system).
As for the grades and your degree and if it upholds as enough qualifications for the program you wish to enter, you need to look that up with the university institution since I can't say. It is true though that for international education, European educational institutions are strict since some degrees from other countries are not up to par with European standards. You won't really benefit from being 'diverse' for a masters degree, though the admissions will probably favor you in applications so I wouldn't worry too much.

So these positions are usually filled by the least qualified people within a field. Governments can't fail or go bankrupt, if a project fails the taxpayer gets billed for it and it goes on. So much failed IT projects in my country, Netherlands, alone that cost billions and nobody really is held accountable for it. Even more fun when gov decides to break open a road, decides to change a crossing, spend 2-5 million on it and its worse than before. More diversity in gov positions won't really ruin the ''quality mark'' that government currently has, I doubt it can get much worse.
