From a sociological point of view, it's a socially and culturally engineered system of common beliefs about what actions or behaves are desired or unwanted in an specific society.
From a psychological point of view, it's an internal belief (sum of cognitions, ideas or values) that determines which actions are to be executed and encouraged both upon self and others, as well as which actions are to be punished or extinguished.
Moral is never rational, because it's based on belief and it's thus exclusively a cultural sub-product of meaning atribution, which varies from place to place and time to time.
Religion Morality is but one of the shapes it can take, but there are many other Moralalities out there.
