this "base" thing work like this
x0.b^0 + x1.b^1 + x2.b^2 + ....
b is the base number
and {x0, x1, x2, ...} are between (and eqaule to) 0 and (but not equal to) b
since your base is 1, you can only have 0s as x1, x2, x3,... which makes every term zero, which makes the whole number equal to zero
