What's the best way for an urban citizen to provide water for themselves when coronavirus destroys public services?

Just use a rainwater still if you're in an area that rains a lot. Not like air pollution is gonna be an issue once that many people are dead.

Bottled water. Anything else is a possible source of contamination.

If you insist on collecting water, rainwater is your best bet. It's easy to collect, and not a likely source of contamination.

I think you'll get back about 1/3 of all the water you drink. Depending on how much you sweat, lose through pores, et cetera.

The idea would be to have some way to purify any water I could get my hands on.

My current idea is to have a water solar still except use copper painted black as side fins alongside the tray of water that run through the water to speed up evaporation.

Or, get this: buy water that has already been purified. It's not like you're more talented at the task, then Wal-Mart.

And if you just want to purify water, then you'll usually get there by boiling it and straining it. Plus other chemical treatments, if you're worried about heavy metals.
