Life or even sentience or even intelligence or even civilization of water creatures?

Europa has huge amounts of water below it's surface. Mostly saltwater. So not drinkable without purification. It's also been estimated by scientists, that Europa has more than twice the amount of water than on Earth.
That's total water on Earth. 71% of Earth is *covered* in water, not made of water!!!
