Beware, Watchmen spoilers ahead

So, in Watchmen Ozymandias summons squids from somewhere to rain on the city as a memento of a giant squid attack. Later he modifies this experiment to freeze the squids in order to bombard his enemy.

I was wondering in a kinematic bombardment scenario how much freezing the squids could affect the damage compared to let's say controlling the size?
He is considered the smartest person in the Watchmen universe, so there should be something to it?
