1. start with a big fat chunk of stainless steel, the more expensive the better
2. drill some holes randomly through it
3. add stainless steel pipes to the holes, attach to block with as many bolts as possible
4. add another stainless steel block with random holes to some of the pipes
5. Find some material whose name you can't pronounce, and make several important parts from it in complicated shapes, the more they look like abstract art the better
6. do the same thing except with beryllium
7. put some random fucking optics in the pipes, the more expensive the better
8. add a something that has to be REALLY COLD. Even if it's completely unnecessary do it. Cold things are just cooler.
9. Next specify that everything has to be made to extremely high tolerances and polished shiny
10. when you get your shiny new equipment back, wrap some bits with aluminum foil
you physicist!
