Trauma and mental issues a meme.
In 1998 Bruce Rind of Temple University published a review of 9 studies in the prestigious Pschological Bulletin journal. The findings were that sexual abuse during childhood does not correlate with behavioral problems in adulthood. The source of trauma for affected kids was determined to be the reaction of adults, most importantly social workers and clinicians, who told the kids that they need to have trauma because of what happened, and therefore provoked a reaction of shame and feeling inadequate in kids who did not experience such trauma. AOC laws started to get serious and raise the age in the 1800, when people could have more reliable information about the year any person was born and when women started to be a part of the industrial workforce. AOC laws prior to this years were like a joke, you had no way to tell for certain the age of any person. The reason is why is 18+ is much related with all the rights you can get around this age, but from a biological perspective it's just too arbitray.

If you define it as a mental trait that an individual is heavily predisposed to that can in some cases compromises their ability to coexist in modern society, then you could say it is in some cases. However, even then it's an issue of degrees. There are a lot of pedophiles for whom it's just another abstract fetish that they have no serious drive or compulsion to ever act on, though most of the time people aren't talking about those people so you would want to add that as a specific part of your definition if you want to construct a reasonable and accepted set of terms.

Even then, you could have a pedo in a society where that's completely accepted and understood and then it would fail the definition too.

Well, kids are far more impressionable and don't have the life experience to know better.

Social pressure is extremely powerful. Especially where there's massive power differential from the status difference in any child/adult interaction. Kids believe authoritative figures, which means pretty much any adult who is reasonably well known to the child (i.e: not complete strangers). There are exceptions ofc.

Consider that most children can be made to believe in the existence of a magic entity that will give them presents once a year. They will believe you, in the complete absence of evidence, because you're the adult.

If you can do that, you can definitely make them believe that they/their family will be punished, disowned, hated or even murdered if they tell anyone about 'our little game'.

Yeah, some adults are susceptible to that kind of pressure and fall in with cults. The overwhelmingly vast majority are not. That's why cults have always been seen as thing for people on the fringes of normality, especially in modern society.

Kids though, are almost universally considered susceptible as a rule. Some aren't, most are. That's why they must be protected.
