How would you go about solving the alcohol/nicotine problem plaguing the world without criminalizing it? Vaping has made nicotine questionably safer but will there ever be a diminished-harm alcohol substitute?

I agree, but the question presupposed a drug problem. People with drug problems will exist for as long as drugs exist, because the problem isn't drugs. That was my point.
