This image sort of puts the hydrophobic effect into perspective. Hydrogen bonds have a strong pull. Hydrophobic repulsion has a weak push. Hydrogen bonds are about half an angstrom closer than nonpolar hydrogen bonds are to each other. Steric hindrance prevents nonpolar hydrogens from rotating i.e facing directions away from each other.
