My idea is that we should minimize taking away personal freedoms, as that would lead to riots, but instead use monetary rewards and gratification to force people to act in a climate conscious way. People generally do whatever is economically favorable.

Lust for never ending growth is the reason our planet is where it is. Shrinking population with a stagnating GDP would mean that over time more and more money is left to one person, so that person would percieve their quality of life as increasing. Also means that the labor of one person is worth more and more, and people could live in greater material happiness. Automation would gradually fill in the workforce being lost.
>Heavy taxes on flying to put "bargain airlines" out of business. Increased taxes on automobiles, free and improved public transportation.
Air travel is one of our most heaviest polluters, along with automobiles. The taxes would be spent on making public transport free (and thus appealing) and to improve it's quality/modernness.
>Ban/Heavy taxes on polluting agricultural products, such as red meat and dairy.

>Tax exemptions/cuts for water/space efficient plants, such as rice and grains, as well as seasonal plants. Heavy taxes on water/space inefficient plants, as well as increased taxes on imported foods.
Less land and valuable drinking water would be used to feed people and more space could be devoted to reforestation and carbon dioxide fixation. Encouraging local produce would mean less ships and trains and planes wooshing around belching CO2 into the atmosphere
>Reduce military spending and focus on research into how we can put a dent into the effects of climate change, such as alternative energy sources, plastics recycling, etc.
