Your proof that it is fake is based on the fact that people have inadequate safety equipment in a poorer part of central China? Have you ever been outside of your house once? Most hospitals in wealthy parts of America/Europe are ill-equiped for some sort of contagion outbreak, let alone in the more impoverished areas of central China.

I mean, I don't think it's really relevant whether the government cares or not. The Chinese government can both care about their doctors protecting themselves and not be equipped to actually prevent them from getting it. Hell, even in the States many rural hospitals have significant difficulties keeping proper PPE and medical supplies stocked, let alone in China where the disparities between the wealthy coastal cities and central Chinese industrial zones is much larger.

Have you actually looked into the conditions at all? There are medical supplies distributors in the US that can't get the masks because so many of the Chinese suppliers have sold out of them due to both Chinese governmental agencies and private Chinese citizens buying them out. I have no clue about the authenticity of the video in OP but it's pretty laughable to think that it's beyond the pale that there would be little access to masks during a localized epidemic far from a wealthy metropolitan area.

Those people wear marks every day because the air is so bad. They may not have medical quality, but most of them have masks at home that are better than nothing if no others are available. And even if there weren't any, it would take 5 minutes to make a makeshift one, or to at least fix some cloth in front of your mouth
