No, its an IQ for a 13year old's, 139=13 and 9/10 or 13,9(just 1/10 or 0,1 to become 14) the state of your age. To be mature you need an IQ of 180, which matches the legal age of 18 etc. So to be a true 40 year old person you need to have an IQ of 400 etc. You can always be 13 mentally, some people are even 9 etc.
