I am trying to learn about how to use usb c, but am stuck on how pullup and pulldown resistors are to be used.

In section 3.5.2 and 3.5.7 we see the schematics for usb c to A and usb c to micro cables.
What I do not understand, is why there is a difference in how the CC and Vconn pins are tied. Shouldn't these be exactly the same? I do not think there are any passive components in a usb A to micro cable, but I cannot find a wiring diagram for that.
