In the video linked, we think small changes in initial conditions produce great changes in the system's pattern due to that pattern not being graspable by our intuition. We don't need to prepare physical equation and computer simulations in order to infer that a paper ball thrown against a wall will bounce off but not fall too far from it, and smart enough people can estimate where the ball will fall based on how they throw it, how much speed, angle, etc; but that's only because our intution (accumulated experiences) told us so. A conscious being that doesn't have such capacity at all (many low-intelligence people in the world) would think that those small changes in initial conditions (speed, angle, how compacted the crumpling made the ball) produce greater changes than it should in the ball's final position; in the same way, some higher intelligence alien might think that it is very possible to predict the double-pendulum movement with a bit of focused thinking.
Small or great changes are not meaningful scientific concepts, in an absolute sense.
