Let's start with a wind. If there are smaller or larger things moving in space, in any direction something can be moving within it or to it. After the first of these movements is settled, the wind is not going to pick up anymore. At this point, that same balance, that it can move and at the same time be what carries other things, or they can be moving on their own, is the ability to produce inertia.
When inertia is compact enough it does things we cannot describe in the most available words. We have to hold them down and put things in them to remind ourselves we can't change that ability without adding to it, because we use other things on that same level to change things. The going in more is gravity. The going out more is inertia.
