I'd wager to call it a soft science. Take a guy like bandura. He called the mind a black box, and based his research on observing behavior, exposing the subject to a new, external behavior, and documented the changes to the original behavior. There are definitely useful patterns we can pick up on.

I'd look to the neuro fields. From what I gather, there hasn't been a bridge made between consciousness and empirical observation of neurochemistry, but I'd wager those fields will create an hard science theory of mind, emotion, and behavior.
