The simplest prep for this is to have a SIM on some kind of data plan alongside your fised-line connection. Then, you can switch to access via cellular if the line or house power is out.
More complicated than that is to run a WISP for your community with multiple egress points to the Internet. This protects against geographical failures for as wide an area between your egress points. Geo- and provider-diveersity is important here.
Alongside this, having alternative DNS resolves to switch to to guard against censorship and outages is important since that piece of the puzzle has shown itself to be vulnerable in recent years.
