For some reason a long time ago metabolically expensive brains in proto-hominids unlocked new resources other primates could not access. A primate body has to balance resource allotment to three things:
1) the brain
2) the muscles
3) the digestive tract
Some advancement made it so that availability of resources grew with increase in brain complexity and didn't require strength or extra digestive properties to access. As our brains grew, our muscles and digestive tracts got smaller. Not only did increased intelligence unlock new resources, it relieved us of reliance on the expensive foods that were using up energy that would be better spent on thinking.
We don't know for sure what this mechanism was, but some suspect it was cooking or discovery of tuberous root vegetables or simply more efficient hunting/gathering through tool use.
For a long time, access to resources and intelligence increased in step with one another.
If you could determine whether or not intelligence BOTH increases in step with resource acquisition AND relieves the necessity of expensive bodily functions, you could say with a degree of confidence that evolutionary pressures would favor growth of intelligence in that species and over time they will continue to become more intelligent.

Cooking anything means you get more nutrients faster, chew less and the enzymes people always go on about don't spend all your precious energy breaking down things that can just as well be broken down with heat. People latch on to meat for no reason, the same applies to vegetables and cereals and some leafy greens. Proto homo sapiens were obviously omnivores and fully utilizing all available resources was a vital part of the optimization of energy allocation.

Humans are de-evolving (the stupid, smelly, and attractive due to plastic surgery are reproducing faster) due to freely available and non-renewable natural resources. It's likely that it's just a coincidence that the best appendages for climbing trees and swinging around are also great for using tools and necks and long arms make the development of hand-eye coordination easier.

Begs the question, is it even possible for an aquatic life form to evolve to be as intelligent as humans. If an animal cannot use fire, then it pretty much has to stay at the intelligence level of earth marine life.

The fact of the matter is humans just happen to have been the first mammals to develop the intelligence needed to form civilization. If left alone for another couple million years, it's possible elephants and dolphins and other creatures are on track to develop civilization-level intelligence. Two intelligent creatures forming civilizations separately and in parallel at the same time would be incredibly unlikely.

A human is not any more evolved than a tree frog, a slug, or a nematode. Evolution just means that the species is suited to its environment, any species that exists for a long time is already as evolved as it can be. Evolution is not the process of increasing complexity over time. That's a common misconception.

I suppose if an intelligence explosion can happen any time within that 4 billion years willy nilly, the epistemic probability would be 1/800, but the pertinent questions, the answers to which would certainly increase this probability, are what caused the explosion; how often does this thing happen; and how often could it cause such an explosion?
