An AI of human-level cognition poses a threat beyond what nukes do, as robots could assemble more robots, with those robots being physically superior to humans and having faster reactions. An invasion of these robots could cause destruction more thorough than what nukes could do, and unlike with nukes MAD doesn't discourage usage since the weapon also works as a defence against the weapon.
An AI of beyond-human cognition can literally decide the fate of humanity.
It matter what laws you put in place to control one of these, they're basically genies. They can, with time, grant any wish within the laws of physics; and god forbid that you just let it do its own thing.
