Why do idiots insist that year 2020 is the first of a new decade? It is no different from thinking that the bottom ranked in a top 100 list is supposed to be #99.

It obviously doesn't go from 0 to 9 moron: Jesus gets born, start stopclock. After one year on the clock, the first year AC is finished, the second year can begin, etc. After 10 years, the first decade has finished, and the 11'th year may commence, which will be the first year of the second decade.
