protons and neutrons move a bit and vibrate in the nucleus, but their movement is very small compared to the size of the atom, so that you can consider electrons far away enough from the nucleus that small displacements of the protons do not significantly alter the electrons orbitals and so the orbitals basically depend only on the number of positive charges in the nucleus.
of course it is more complicated and there are atoms where orbitals are slightly altered since certain nucleai are more prone to moving/vibrating. you also have other effects such as spin-spin interactions, spin-orbital interactions and other quantum effects that slightly alter the orbitals.
