Ignoring the obvious "No" in the case of those with clear emotional problems- PTSD, clinical depression, chemical imbalances- the question becomes, effectively, "is it okay to engage in recreational drug use"?
It's a fence-sitter of an answer, but the only proper response I can think of is "depends on the drug in question, and the persons in question being given them." Drugs should be a tool to improve the human condition, like any other, and while chemical bliss could certainly make it more fun, I have to imagine that it would also take away from the adrenaline clarity that concern, fear, alarm, worry, and stress can give a person when making difficult choices. I don't care for the idea of a leader who doesn't care (or possibly even can't) how a predicament of any given scale pans out, for good or ill.
But mandatory drug-use for everyone getting chemical bliss... no, that sort of absolutist policy must have negative repercussions.
