If you want to be doing anything besides teaching in schools, you'll need a master's at the least, and it should be from a good university. And if you have a master's degree then noone will care about your bachelor's anymore, so the only point at which bachelor's matters is when you apply for master's, and even then they don't care about your uni much, so it doesn't have to be a top-10 one, just make sure it's doesn't have a horrible reputation and you'll be ok
