but you're forgetting about the quantum state of matter when you consider the background radiation state of the universe, and the fact that you think there is a bunch of missing matter is that you're treating every subatomic particle as having mass instead of recognizing that it could be in a wave state until directly observed, and thus there is no need for the conjecture of "dark matter" unless you presume a consciousness that is capable of observing the entire universe at once.
