Because you're not supposed to. Dreams are your anxiety simulator, they simulate the environment you experienced for the day and try to ping whether you feel anxious around it or not, to throw you a nightmare of a lion in front of you to test you whether you can kill it or not, to give you a simulation of a social interaction with a female and check whether you're afraid of other males in the tribe killing you, to see whether you think that you'll fall by climbing a mountain.. The end result of this simulation is then encoded as subconscious anxieties that help you avoid the simulations where you failed because you'll obviously die in them.
The people who could control their dreams lost this advantage of anxiety encoding and therefor did all the stupid shit they were unfit to do, drastically increasing mortality in the process of doing so and removing themselves from the gene pool. Only the ones who cannot control their dreams and do wake up right after somehow becoming lucid had the advantage of their fears stopping them from risking and making them live calm lives of maximized survival. Remember, there is a very specific reason why everyone on Earth dreams even when it's metabolically not worth to do so, and there's a specific reason why everyone excluding a handful of people wake up when they have lucid dreams.
On the other hand, the inverse can happen and you can cure your anxieties through lucid dreams where you don't go and fuck the closest thing to you but rather face your fear in the safety of the dream and prove to your brain that you can handle it. Do 3 such lucid dreams of facing the fear and that anxiety will be gone as long as you don't dream a non-lucid nightmare of it again. Just trust me on this one.
